Registered Environmental Assessment Practitioner (REAP) Scheme 3 Year Review

The REAP scheme commenced from 1 July 2022 as part of the Rapid Assessment Framework, requiring Environmental Impact Statements (EISs) for State significant projects to be accompanied by a REAP declaration confirming compliance with the requirements set out in section 190 of the Environmental Planning and Assessment Regulation 2021.

A REAP is a qualified and skilled environmental assessment practitioner who has been certified under an accredited REAP scheme. 

Astrolabe was engaged to undertake a review of the scheme to evaluate:

  • Performance of REAPs
  • The quality and completeness of EISs that are subject to a REAP declaration
  • The administration of the accredited professional schemes, including the procedures for handling complaints and taking disciplinary action against members where necessary

To complete the review, we developed an evaluation methodology using a mixed method approach of desktop research, data analysis and engagement. We worked with key stakeholders, including accrediting scheme providers, REAP practitioners and DPHI assessment teams. 

Through our terms of reference, we aligned the evaluation criteria with the review requirements, including driving improved quality of EIS submissions for stronger and efficient assessments, governance arrangements and performance of REAP practitioners and the scheme.

Initial findings identified key areas of alignment and divergences across stakeholder experiences. We continue to work with DPHI to communicate findings and develop recommendations as part of the review.
