Feasibility, finance and friction in the delivery of affordable housing
From Approvals to Apartments, prepared in collaboration with the Urban Development Industry Association, examines the emerging gap between affordable housing approvals and delivered housing supply under the NSW Infill Affordable Housing Bonus Scheme.
While the scheme has generated a pipeline of approved projects, the report identifies a range of structural, financial and operational barriers constraining delivery, including feasibility pressures, valuation inconsistencies, financing constraints and challenges associated with the interaction between build-to-sell and build-to-hold development models.
Drawing on industry interviews, market analysis and stakeholder input, the report explores a series of practical reforms and delivery models aimed at improving the long-term effectiveness of the scheme and supporting the delivery of affordable housing across more projects and more markets.
